THOSE WERE TRYING TIMES, the time I learned grating coconut meat.

The rustic peace of Lupi, the town where I grew up was always disturbed by frequent encounters between the military and the revolutionary army. Harassments, it was the how the men from the detachment called these moments of gunfire exchanges. The evening trains sometimes were flagged down by unidentified persons perhaps because a wounded comrade had to be transported someplace where there was a hospital. Those were times when we children were often cautioned by our parents never to talk to strangers and never to catch dragonflies and beetles up in the pine trees.

So now that you'll be our next mayor pañero John Bongat, kindly first ensure that our streets will be safe again. After all, your legislative record for Naga is supposed to be proudly anchored on peace and order. And as chief executive, it will be your sworn duty to implement that program to the fullest with no exceptions, especially for drug-related matters and even if that will include certain personalities and politicians.

It is long common knowledge-and this fact cannot be hidden even with a carpet of awards, Naga's streets have become quite unsafe for residents and tourists alike.

When this goes to print, we shall have elected a new president. I trust it would be Noynoy Aquino.

And this early, it bears stressing the fundamental mission he should undertake, especially with the renaissance of "people power" following Cory's death: to remain straight or "MATINO." For as the unfortunate joke goes, the Philippines is actually a rich country and all it takes to become truly one is to have a president who would not steal and equally not tolerate stealing.

This early, we voters should be pro-active and also lay our cards on the table, as it were, on what we would like our next Naga Mayor to do or to be. Remember, we the People are the boss, and the mayor and all other elected officials should only seat in office as our public servants. Regardless of their platform or plans, if any, still we need to air out the mandate we want them to fulfill. Democracy, after all, is to effect the people's will.

One great lesson our 1986 EDSA Revolution taught us is that power should not be held too long or it will lead to paranoia and stifle genuine democratic development. Thus, our Constitution provided for term limits. Indeed, the ultimate test of leadership is letting go of power as Cory Aquino did even when she was legally qualified to run again.

But then, there are always the "ganid," "toso" and the "maabilidad". Thus, we have those who after "graduation", prop up their spouses or children or lapdogs as dummies and thereafter reclaim their former positions for yet another 3-term serpentine grip on power.

And it is sad to see that we have one of such kind in our beloved Naga. Robredo was first mayor for three consecutive terms from 1988-1998. But in 1998, he put up Cho Roco as puppet successor. Then in 2001, he reclaimed his post and has been there to date.

Last year in July, I wrote here about the possibility of an Erap 2. At that time, Erap seemed to still enjoy more popular support than the presidentiables then and he was the only one who appeared clear on what he wanted to do for the country like securing peace and order in Mindanao. But that was before Cory died on August 1, and Noynoy had not yet joined the race for president.

I got to meet Gibo at the UP College of Law where he was known to be an exceptional student, which reputation he cemented when he topped the 1989 Bar exams. Years later, I would chance on him in Congress whenever I would serve as a resource person for hearings on human rights bills. The last time I personally conversed with him was when we happened to be on the same plane to San Francisco a few years back.

This is the central theme of Noynoy's presidential bid to be the opposite of GMA and her administration which has been mired in corruption scandals. It also appears to be a dig at Manny Villar's rising star, given the allegations of corruption or at least impropriety as to the C5 extension project.
