Newly Created DPWH District Head Succumbs to Illness

CANAMAN, CAMARINES SUR - THE DISTRICT Engineer in the newly created Department of Public Works and Highways (DPWH) Camarines Sur 5th district office died on Sunday, (June 20) after being confined at the Aquinas University Hospital in Legazpi City.

Sources at the DPWH 5th district engineering office bared that District Engineer Elmer P. Francisco was supposed to start his duties in the newly created district office on Monday, (June 21) after filing a sick-leave since June 1 this year.

In Department Order no. 23 issued by acting DPWH Secretary Victor A. Domingo dated April 19, 2010, the earlier categorized sub-district office has been renamed Cam. Sur V District Engineering Office (DEO), since its creation in an earlier Department Order no. 7, dated January 8, 2010.

Assistant district engineer Ferdinand R. Joven said the newly created district office has 20 permanent personnel and several casual employees, and has territorial jurisdiction on public works functions in the First Congressional district towns of Del Gallego, Ragay, Sipocot, Lupi, and Cabusao, under Camarines Sur Congressional district Representative Rolando "Nonoy" Andaya Jr.

The new engineering district is also tasked with the maintenance of the lengthy Andaya Highway stretch from Sipocot to Del Gallego town at the Bikol boundary with Camarines Norte and Quezon provinces.

Reportedly, DPWH Bicol Director Danilo C. Manalang is to make an official directive on who will who will replace Francisco as district engineer of the newly formed 5th DEO of Cam. Sur. (SONNY SALES)
